What governs the UK is political parties. They are voted in on a mandate from the people and govern for 5 years till the next election.
This morning Labour lost 8 councils, the Conservatives -1, Reform +2, and Lib Dems +1 at 9.30 am
It's ok and standard for political parties to disagree and bicker.
